Basin - Water doesn't run when the cold water tap is turned on but the hot water tap works - Any Ideas?

Could be a blockage in the supply line. Turn off the supply valve on the cold water line under the basin. Disconnect the supply tube at the valve. Hold a rag over the valve and turn the valve on and off two or three times. This should clear any obstructions in the valve. While you have it disconnected, open the cold handle and turn on the hot water. Many faucets will allow backflowing which will clear out the supply tube . Hold a container under the cold supply while doing this.
