For what? I don't think there is common agreement about this, because not only would you have the usual arguments about what is important for a university to be good (disciplines, faculty, facilities, endowment, etc.), but you would have cross-cultural arguments about relative importance of various disciplines. One country may feel that a university which gives the best classical education may be better, while another would feel that the most innovative would be best. Even if someone were to state that one particular university was best, I would guess that most of the world would disagree with that (and not merely out of nationalist pride).

It's either Princeton or Harvard for academics - but my heart is with the UNIVERSITY OF RHODE ISLAND!!!

The answer will most likely depend on, which institute is the respondent an alumini off ....
I would go for IIT Kharagpur for Engineering -- http://www.iitkgp.ac.in
and IIM Ahmedabad for management.
http://www.iimahd.ernet.in
Otherwise you have the likes of MIT, Harvard, Stanford etc...
