Have you seen the movie "Gone with the wind"? Who appears more romantic - Clark Gable (Rhett Butler) or Vivian Leigh (Scarlet O'Hara)? I think they are equally romantic. And although this is an example from a film performance, in real life too both men and women can be equally romantic.

Whoever gives more attention to self and seeing others less romantic than them are more romantic to them. But the fact is that whoever gives least attention for Romanticism are most romantic in front of others and liked by all.

Girls tend to want to be 'openly' romantic - it always seems to surprise us when guys are romantic...
Guys are romantic (well some of you... I have met many acceptions) but they don't tend to go around dewy-eyed, sighing over movies - basically they are better at hiding their romantic side than females...

It is an instinct. Some are by nature more romantic than others. Some like poetry, others like economics. This instinct shows no gender bias.
