You get the HM surf at the end of the safari zone. Its your prize for making it all the way through. Then, head to the Fushia city gym and get the badge here, you can now use the HM Surf outside of battle.

It's a powerful water type move, so teach it to the water Pokemon you have in your party. Its worthwhile in and outside of battle.
