plug crossover cable to your ethernet , then other pc's ethernet , then right click My Network Places select Local Area Connection and click right mouse button -> Select properties, Double click TCP/IP selection, and select "Obtain IP address automatically " do it for old pc too. then your workgroup should be same with old pc, Right Click My computer -> Computer name tab -> there should be workgroup , if old comp and your comp is same workgroup its ok , if not you have to change your workgroup same , click change and enter workgroup name .
restart pc's and give sharing for folders.

plug ur old Pc and the new one directly,
Have no IPs,
Setup anew home network, choose no internet,
then restart ur PC,
Do what u want,
