You can get marriage certificate by getting your religious form of marriage registered with the marriage officer/registrar appointed under the Hindu Marriage Act, 1955 if you are a Hindu Married according to Hindu form of marriage with another Hindu or under the Special Marriage Act, 1954 if you belong to any other religion & married under any other religious form of marriage. You even get marriage certificate from the Marriage officer/registrar if you got married under the Special Marriage Act, 1954 before the said marriage officer. In case you are Christian you married under the Indian Christian Marriage Act, 1872 in a Church then get this registered either under the Special Marriage Act or with the marriage officer/registrar appointed under the Indian Christian Marriage Act. The passport officer recognizes only such marriage certificates which are issued by the above mentioned marriage officers/registrars not the one you get from the temple priest who preformed your marriage. How long it takes to get such certificate depends from place to place for example in state of Delhi it can take 15 days or so but in other states you may get even in one day it all depends on the individual Hindu Marriage Rules enacted by the various states, as far as getting marriage certificate under the Special Marriage Act is concerned it takes a month or more any where in India. With the marriage certificate you get from any of the marriage officer/registrar just take that to the regional passport officer along with your passport, incase the husband has a passport a copy of his passport, file the required name addition/amendment form that is available in there, deposit the required fee applicable attach a copy of the original marriage certificate, deposit it on the counter & wait for an hour or so, they will do the required amendments of the name etc & hand over the passport to you then & there only. So simple isn't it? Yes it now happens also in India. It’s my personal experience.

Well. No time limit is fixed. You may make an application, in the prescribed form. Follow the progress on line. If there is undue delay, fix up an appointment with the Regional Passport Authority. If things are not moving at the desired pace, invoke the provisions of the Right to Information Act.
