To our rationale, to be able to fly, one needs wings and the Bible does mention that angels have wings. However, your mother in law never was and never could be an angel.
She's higher than them. Angels look on us with awe, they are God's messengers, we are His children, they are His servants, we are His beloved.
I think it's wonderful that you hold (held???) your mother in law in such high regard. My Dad did too, he would say that she was the only true Christian he ever knew.
Your mother in law could be a saint ... I am a saint ... however, the literal meaning of the word has nothing to do with goodness and everything to do with faith ... it means 'believer'.
