If your friend is a troublemaker and/or obnoxious to the driver, this might be causing the reaction involved. However, by and large, it is a violation of Federal Law to discriminate in this manner.
Make sure race is the driving factor before you open up a can of worms that no one can finish!!
Of course, if the school stands with the driver, and you aren't satisified with the result---you could always walk or drive to school (if you're old enough to do so.)

Do what the other people have said report him to the principle who should report it the bus company. Getting the man fired and a story in the paper or on the news.

That's horrible, racism is completely wrong. That bus driver should be fired for discriminating against someone just because of their skin colour. This should go to the news.

Tell your parents to call the bus company and complain. Good for you for standing up for your friend.
Your parents should also call the local newspaper and tell them about the story, so it gets public notice.
