Depends on the project, really. Engineers are responsible for knowing if any building codes are violated, seeing if a particular structure can hold a load, or debugging a program so that it doesn't crash. Lead engineers have to know all of the above (again, depending on the situation) within the context of the big picture or overall project schema.
