If I serve someone (I know this person and am serving him as a favor for a friend) who refuses to take the papers (in a sealed envelope with his name) can I just throw them at him and consider him served?

Most places to not require in-hand service. What is usually required is service to the last known address! Most Sheriffs Depts leave them on the door!
