Something that emphasizes her height. Heels, anywhere between one and four inches. A top with thin verticle lines. Nothing too clingy if she's uncomfortable with the feeling. I wouldn't recomend anything too constricting because it's her body, she shouldn't be ashamed of it. Skirts are good, as long as they're at the knee of above. Mid shin stops the continuous line of sight and would make her look shorter. If that's not what she wants, she can go with a pair of nice fitting slacks, pressed down the center. Go with slightly lower necklines, show a little chest. Don't show too much, but enough. High neck lines tend to make it look like you're trying to hide something. Good luck!

plese don't wear the strapless dresses with the flared skirts, that look like "stepford wives" dresses! it's not because of her size, i hate them on little skinny people too.
does she want a dress? if so, she needs on that flatters her proportions, etc. want to wear pants? go try different things on, to see what works best.

Tunic dresses always makes one look slender. Black dress is also a good way to flatter your shape. Avoid wearing strapless and oversized dresses, it makes you look a bit larger. And for the shoes, go for pumps. Red or black pumps always completes an outfit (But the shoes always depends on the outfit of course). And for a sophisticated look, go for pearl earrings :) Don't over accessorize, though :)
here are some of my dress suggestions: (you can always look for your size)
