If you need the driver for the laptop, you should download the driver for Mobility Radeon 9000. You may have downloaded the driver for desktop graphics card.

Video card should come WITH the driver CD, or if it's onboard in a laptop will be on the utility CD for the laptop.

If it's a laptop and you have problems, contact manufacturer of the laptop.

For a AGP/PCI-E card, did your driver come as a ZIP file `? If so did you unzip it ?
Did the unzipped folder have an EXE file (setup.exe for example) Did you run that, or read the instructions on the page you downloaded it from.
Usually for video cards, if there is no setup.exe you use the update driver option from device manager, and point it at the folder you unszipped to and it will find the driver.
