There are a couple of things that could be going on.First call your internet company and see if you have the internet maybe they have accidentally turned you off or cut a line or having problems with a line. If you are sure you have the internet go to add/remove and click on add/remove windows components it's about the 3rd one down on the left. It will gather all the info and show you what is active or not. Things with checks are active. If you have internet explorer checked then that is not the problem if it is not checked. Check it and then say ok. It will activate IE.
If this is ok then try to open a webpage. go to file at the top of the window drop it down and see if work offline is checked if it is uncheck it.
If this is not the problem go to control panel, network connections double click see where it says local area connection right click, disable, wait a couple of seconds then right click again and enable. If that does not work there is an option for repair click it.
If this is not the problem check your wires. make sure all are plugged in correctly. if they are and you have the internet and have done everything I have told you then perhaps your network card installed in your computer has gone bad. Take it to a computer shop and have a new one installed. It is not expensive and it is easy. If you have a friend that knows how to work on the hardware you can just take the specifications to places that sell computer parts buy the network card yourself and have your friend install it. Like I said it is really easy. My husband builds computers from scratch and I work on the software. But this is the only way I can help I live in Sweden. Sorry.

This has not anything to do with explorer.I have the equal challenge while I have utorrent jogging. I cannot attach both making use of Explorer or Firefox or Opera.The bizarre factor is that utorrent nonetheless downloads! Make sure your internet connection is even up before you start reinstalling stuff.
Bring up a command prompt (start---run---cmd)
Type in "ping www.microsoft.com"
if you get "host unreachable" you may have connection issues. Power down your modem and router, turn them back on and wait about 5 minutes for them to do their thing.
Try again.

If you have an antivirus program, open it and check all options to see if you accidentally blocked it.
Is your security set too high?
click Tools
Internet Options
Review the Privacy, Security, Content tabs.
(I have my security set to medium.)
On the Content tab, click "enable" - careful here - review options.

you can just install firefox, (once you're able to download anything:)
