I know that most of you would say to get a pentium d, but my motherboard is an asrock p4i65gv which can support HTT but cant run pentium d. So should i get the pentium 4 which can already run, or should I get a new motherboard which can run pentium d and the pentium d cpu?

Pentium 4 HT wastes (leaks) a lot of electricity that is why Intel moved away from it and developed the efficient and hi-performance Core2 Duo.
Many users turn HT off to minimize heat (and wasted electricity).

If you are on a tight budget, just search for a fast Northwood - P4 3.4C. If you have budget for a new board and processor, consider the E4300 or E4400. If you are not in a hurry, wait for the new Pentiums that are actually single core versions of C2Duo. They could be out in a few months time.

The P4-5xx and 6xx are very cheap for what they do, I would say get the HT model as they are by far not slow at all for daily use, we still run our servers of these. Unless you have a bigger budget than change all at the same time.
