Any chemical that will dissolve the face paint, will probably damage the vinyl. I mean dissolve.
You could paint a thin layer of KILZ over and let dry over night. This should dull the color and give the slightly rougher surface the next layer of paint to grip.
i would hate for you to paint on the slick surface then have it flake off. You will need to put a clear coat on top so you can handle your art work after it is done.

Nail polish remover, it removes black shuffs and such, i whould practice, on a cheep doll of one you dont care about first, marks from shoes on feet can be removed with the same thing!

The face paint is molded in, so you can't get it out. You have to find plain faces if you want to do one-of-a-kind.
