It's supply and demand. No new refineries in the U.S. for decades! Refineries cannot keep up with the demand, especially in the spring (now) when driving tends to increase and the refineries have to do maintenance work and switch over their systmes for the types of fuel they produce (summer mixtures that vary from county to county and state to state based on local bureaucratic requirements).

If everyone would drive 5% less and 5% more efficiently, yielding a 10% decrease in total gas consumption, prices would drop dramatically. Sadly, most people will not adjust their driving habits. So, prices will remain high.

President Bush is an oil baron and is continually causing more and more problems in the middle east and oil is the only commodity we cannot produce enough of. He is happy as he has big money interest in oil. His policies only cause increase in oil prices.
