There is no question : HURRICANE when you talk about destruction.
Volcanoes and earthquake releases their energy in a short time. However it is a relatively small scale, let's talk about a radious of few tenth of km : the tsunami in south east Asia is one particular case. It happens quite rarely.
Tornado is very local and small although the winds are very strong
Hurricane is travelling thousands of km and leave a path of destruction at his back.
If you want to know, what are the most DEADLY, this is totally another subject : Hurricanes can be traced so population can be protected. But earthquakes are not predictable so far (despite many attempts). And few years ago, volcanoes were not predictable as well. So volcanoes and earthquakes are the most deadly.
