college certificate guys. certificate is smaller than associate. say a certificate in filling taxes

Some companies would, some would not.

It depends on the job you want. Some jobs require only a certificate in a particular specialization, and some require a certificate IN ADDITION to a traditional degree, so it depends on your other educational qualifications.

Without knowing specifically what certificate and what job you want, can't answer better than that.

To find out if a certificate is sufficient for the job you want, you can either check monster.com or hotjobs.com, and do a search. From the available positions you can look to see what they require from applicants. Another good source of information on that is the US Department of Labor Bureau of Labor statistics Occupational Outlook Handbook. You just type in a job name, like accountant, or nurse, etc., and it will tell you about the training requirements, work environment, etc. You can look up the job you want there: http://www.bls.gov/oco/
