I'm gonna go with Steve Young - career completion percentage of 64.5.
And he holds the NFL record for career passer rating of 96.8.

That's more of a matter of personal opinion. 10 different quarterbacks have posted a perfect QB rating. A perfect passer rating is 158.3.

They were:

1. Don Merideth
2. Terry Bradshaw
3. Dave Krieg
4. Kurt Warner (2)
5. Peyton Manning (4)
6. Doug Flutie
7. Kerry Collins
8. Chad Pennington
9. Trent Green
10. Ben Roethlisberger

Kurt Warner and Peyton Manning were the only two QBs to ever have multiple perfect ratings with 2 and 4 respectably.
Since Peyton Manning has achieved this 4 times, i would say not only is he the best QB, but most accurate.

Bart Starr of the Green Bay Packers, He has the record for most passes thrown without an interception, he is a hall of famer and arguably the best QB to ever play the game, he played for the Pack in the 60's and the 60's Packers were the best team of that time, they won the first and second superbowl, Bart Starr is the man. GO PACK GO!!!
