I have a 91 Integra and when my car idles, it goes from 1000 rpm to 1500 rpm, then drops to 1000rpm and goes back up to 1500, and etc. Whats wrong with my car and is it costly to fix?

Could be a ruptured fuel pressure regulator diaphram causing extra fuel to be drawn into the intake manifold.Could also be a vacuum line leak at the fuel pressure regulator.

That Honda generation is notorious for bad iac (idle air control) sensors. If the car idle drops dramatically with the a/c on then that is another sign of bad iac.

I would guess that is your problem.

Bad vacuum, tps, and maf could contribute to the problem.

A little vacuum hose came off the engine somewhere and you engine is sucking raw air.

Look around for an open vacuum port on the engine.
listen for a little sucking sound or whistle when the engine is idling.

ADDED:
Don't start replacing parts without KNOWING they're bad.

Idle air control motor is shot.

could be your TPS sensor. or MASS AIR FLOW meter
