There are many things you can do to see why your pc is running slow.
1. Perform a complete scan with your antivirus software & spyware software to make sure you have no viruses or spyware.
2. Go to start in your tray open programs, open system tools and open, windows defrag. Defrag., your pc if you have never performed this task. Everytime you open a file the data is fragmented all over your hard disk drive. Your pc will become slower and slower if you don't defrag, so that all the fragments are put back together like a puzzle in the correct files.
3. Here are two programs I use that are 100% safe and they will backup your registry while cleaning your registry for key that have no use. One will also clean your hard disk drive and registry seperate.
http://www.ccleaner.com I use this program which is free and all new versions are free. Plus no adware, spyware or virus are in this program. This program will clean your hard disk drive and has a seperate icon for cleaning out junk registry keys.
http://www.eusing.com This is a free program out of China that is excellent and will clean registry keys missed by all others, plus you get a backup.
Neither program has ever made one error where I needed to restore any keys deleted.
If you don't have an antivirus installed here is an excellent free antiviurs program from AOL, Active Virus Shield. Power engine by Kespersky, Russia. Rated # 1 in the world for virus detection. AOL, will only ask you for your email, so they can send you your free key good for one year. You will get automatic updates every hour on the hour, plus an excellent background scanner.
4) On your keyboard press down at the same time, Ctrl., Alt, Delete and open your Task Mgr. See what programs are using an excessive amount of memory and remove them or replace with a program that uses less resources.
If you are using Nortons, their program is a hugh resource hog and pure junk. Get rid of Nortons.
If you need further asst., please email me.

-Defragmenting your computer's hard drive will help-- just make sure your memory is above 15 percent filled, your computer. If there's less than 15%, your computer WILL slow down (I know you said something about this not being memory, but I figured I'd mention it for kicks). If you haven't defragmented your computer in at least a 2 months, now might be the time to try -Making sure you do NOT keep 3 or more programs up and running when your on. I discovered that sometimes there are programs running that you don't know they're running and can't see. Limit 2 up and running programs at the same time. The less programs running at the same time, the faster your computer usually should be. -Adware can slow your computer down (like adware and certain plug-ins on your internet browser) -Do a virus scan-- viruses can slow your computer down -Make sure your computer is fully updated -Make sure your computer is NOT getting too hot. When my processor gets too hot, my computer slows down a bit. -Make sure your cookies, offline website data, cache, internet forms, downloads, search history, page history, etc are all deleted and wiped clean-- sometimes when (for example) your offline website data and the computer's history is continuously saved, it will build up over a few months after lots of use which can slow down certain programs like web browers a tiny bit (from my experience) -make sure you restart your computer once a day. I discovered that when I left mine on for days at a time without shutting down or restarting, it would get a little slower over time. -You could try upgrading your RAM to like 4gigs or get a new motherboard/new processor-- core duo processors are fast (you might only have a single processor) PM me if you have questions about any of this....

Well start with a virus-scan, then a an "ad-ware"-scan. You need a good Anti-virus (like Norton or McCoffee) and a good Anti-spy-ware (like SpyBot or SpyWareBlaster).
After scanning and cleaning, run a Disk-defragmenter from your START/ALL PROGRAMS/ACCESSORIES/SYSTEM TOOLS.
If it's still slow, buy more RAM memory, at least 1GB to have.
Then it should work much better.

I assume you definetely have anti-virus or anti-spyware installed on your machine. This is one huge factor that makes system's response comparitively slow. if you are obsessed with having one, you can continue otherwise i would recommend you to remove this at once.
coming to other factors i also advise you to check your free disk spaces. if they are on lower side computers tend to move to the lower speeds. you can also check the temporary folders for deleting un-necessary files.

Restart. If this doesn't work and it is just your internet connection that is slow then check your connection speed at a website such as http://www.google.com/url?sa=t&ct=res&cd=1&url=http%3A%2F%2Fwww.bandwidthplace.com%2Fspeedtest%2F&ei=1Io-RoboDaeSjgHU4Yj_AQ&usg=AFrqEzdv-cEW_M9opjpWrgXzax8d8Rw5Ng&sig2=UqyBMgzPhsFG-skUQdKO1w .
