you may have fuel pressure but you may lack fuel volume.
i have replaced plenty of fuel pumps and came a cross a few bad ones brand new out of the box.

Maybe it wasn't the pump to begin with???

Buy or rent a pressure gage that goes up to 25 psi or so.
Disconnect the fuel supply line from the tank at the fuel filter inlet. (don't loose the little Oring)

Hook up a snug fitting hose from the fuel line to the gage.
Turn the key on.
Watch the gage for pressure. (2 second timer)
13-16 psi. is good.
Anything less than 8psi is too low.

If you have good fuel pressure from the tank, you have other issues.

ADDED:
Just because you can't hear the pump, doesn't mean it bad....
I have a 1991 Chevy 2500, I can't hear mine. And it's brand new. (4 months old anyway)

Please do not take this wrong.
You did change your fuel filter out I assume?

I had a 95 Chevy C1500 that would lose power if the fuel filter became clogged.

It fooled me once and it was not the fuel filter but rather plug wires arcing. Opened the hood at night and looked at engine while running and could see them arcing. I had visually inspected them the day before and saw no imperfections.

Both of these problems manifested themselves as loss of power.

I have fooled myself before by overlooking the obvious.

If you have multi-port fuel injection and you bought a TBI fuel injection pump the pressure is to low.

examine in case you have become any spark to the plugs, while you're, replace the spark plugs, and it can be a stable theory to alter the cap and rotor. I even have had a lot of shoppers, including your comparable difficulty. examine those products, and enable me comprehend......playstation , take the dist. cap off, and seem on the interior it. If it has some whiteish corrosion, that's your difficulty.
