What does it matter if we add a certain word or not ,,as it is it's "babe watch" over "bay watch "every where...

When I read "beach nourishment monitoring" I had the visual of watching the hotties on the beach.
I would add program

adding the word 'program' is very necessary. with it the meaning of the phrase is not clear.
