That is a tricky question because there are a lot.
Most people around here rave about Lawry's (famous for their seasoning salts and spices). They practically bring out the cow and tell you to pick what cut you want. They are very expensive!
A great place in a casino is the Silverado at the South Point (used to be South Coast) in Henderson. I have never had better filet mignon! Plus, their veggies are amazing. I swear they have a garden in the kitchen.
I would also recommend the barbecue places around town. Memphis Championship and Famous Daves have great steak.
