There is no way to get Mew except through Nintendo events that Nintendo holds. Sadly Nintendo has no plans at the time for any events.
Note: To answer the other part of your question. Yes - I do have one.

Master ball...
mew is some where near a town with a small river...
in a cave ... it will open when you unlock the 4 islands...
i guess or you have to finish some mission in the 4 islands
if you already had used your master ball... try the ball with the greatest chances... but it hard with out the master ball...
master ball will be given to you ... in some town misssion... dont remember well.. coz i already finished it 6-7 times...
