dirt. either in the paint or on the cloth that you are polishing with. It can also be caused by using a buffer and digging it in too deep and burning the paint. A lot of swirl marks can be removed by using one of those erasers found at auto parts stores. good luck

the car was most likely improperly buffed at the paint shop. uncured paints scratch easily and leave swirl marks. most shops only cover up scratches and not completely remove them. try contacting a 3m rep in your area and they can give you guidance
