The infrastructure concerns the basic physical systems for community's population, including roads, utilities, water, sewage, etc. These systems are considered essential for making and keeping a community economically viable.
In the case of the Johnstown Flood of 1889 killed 2,209 men, women, and children. Of the 2,209 people that died 900 bodies were never found.
In addition to the devasting loss of life, the community lost nearly its entire infrastructure from the South Fork Dam to roads and community utilities. It was a natural as well as an economic disaster.
