Terrorists use violence to spark political change and harm a nation into doing what it wants. The goal of terrorists is to create fear in a nation.
Street gangs are comprised of mostly adolescents. They do not wish to harm an entire nation. In fact, teens join street gangs the way preps join cliques. Their violence is against each other. And while a lot of people get hurt and killed in the midst of their violent actions, they, unlike the terrorists, are not out to victimize an entire nation. So, in reality they are not the same thing.
Don't forget that people in gangs are after each other, not thousands of innocent people. Also, do some research on street gangs. The earliest street gangs in America are the Irish immigrants. Like other less fortunate groups, they thought of gangs as a mode of survival, not a way to mass murder people.

a while back I remember reading in my local paper that the police where trying to get extra funding from the government by saying that the street gangs where in fact terrorist because the actions they do does in fact cause people in the community to live in fear.
Don't know if they got any money for that but, giving the lose definition of the word I guess you can call them terrorist. Along with the mob, and hate groups like the klan and neo-nazis.

Maybe because for the most part they are minor children and if you combine all the laws regarding terrorists and parents responsibility for children's actions, well, it just would not look good to have a nation of parents imprisoned or on probation, and having to go further into debt to pay for their children's actions.
After all children have rights and as children, well, I am sure you get the drift.
Our government agencies tell us how we are to raise our children and that means if the children are terrorists and then not only the parents would be responsible for following the government guide lines but our upper class privileged politicians would also have to be held responsible.

I think you want to be careful about withdrawing Constitutional protection from people. Just arbitrarily declare somebody a terrorist and whoosh, his Constitutional rights are gone--he does not need a trial, he can just be put in prison forever. That is not something we want, is it? The Constitution's guarantees of individual rights, the Bill of Rights, is there to protect the INNOCENT MAJORITY--that presumably would include YOU. Look at the USSR under Stalin, or Germany under Hitler, to see where unlimited government power leads. We do not want that here. If somebody is in a gang and commits a crime it is well worth it to give them a fair trial and a just sentence, but not to "disappear" them like in the old USSR.

Because whatever they do it is not to ruin the whole country just themselves
terrorist-One who utilizes the systematic use of violence and intimidation to achieve political objectives, while disguised as a civilian non-combatant. The use of a civilian disguise while on operations exempts the perpetrator from protection under the Geneva Conventions, and consequently if captured they are liable for prosecution as common criminals.
