How do you fix this? The star adjuster only clicks tighter and won't back off to loosen the pads- cant remove drum. Also there is a plate behind the drum so I cannot hit the drum with a hammer to get it off- nothing to grab on to either.

The adjuster will back off. Just use a sharpened edge on the screwdriver your using on the adjuster. If it won't work, you'll have to try to get to the spring loaded ratchet plate on top of the adjuster wheel to release the wheel.

There are two parts to the brake adjuster. The threaded adjuster which has the star wheel on it and the adjusting lever that is attached to the brake shoe via a small cable. You are going to have to stick a screwdriver in through the slot in the backing plate and push the lever away from you and at the same time back off on the star wheel. This will loosen the brakes and you can remove the drum. The problem is that unless you've seen it before, it will be hard to find. It is setting against the star wheel to the outside and you may have to bend your screwdriver to be able to reach over the adjuster.

Get you a flash light and look into the adjuster hole, the adjuster star wheel will have an arm to the back side of it... this is your self adjuster arm and it will prevent the adjuster from turning backwards... take a small narrow screwdriver and lay it on top of the spreader right behind the adjuster wheel and give it a easy push... this will back of the self adjuster enough to allow you to turn the adjuster wheel in the opposite direction.... you will have to look first at what you are doing and then once you see you will have to work with two tools in the same hole and do it by feel... a little practice and you can easily do it... good luck

Even though the rear brake shoes are locked up, why not put the wheels back on and back up several times, each time applying the brake pedal real hard. Shouldn't hurt anything and may automatically adjust the star adjuster for you.
