plus what is the simplist way to stop my tank getting green and black grime on the sides

Neons don't have live babies like some other fish do, they lay eggs. A tank would have to be prepared to breed them and it's not the easiest fish around to breed. Here's a page about how to do that:

As for as the grime, that's probably just algae. Reduce the lighting some and be sure to do weekly water changes while cleaning the gravel well with a gravel siphon to prevent it from getting bad.

Highly unlikely that you will get neon babies. If they did drop eggs they'd be gobbled up in seconds.

I heart those fish...clean the tank regularily. The tetrra might get back or dark spots on its sides....That means its pregnant

When you see the female laying eggs, and the male fertilizing them.

That's when you know when you'll have baby Neons...
