I think you are confused what a router is and were to connect it. The router would have to be were you have your internet modem. If the modem is connected to the wall in the kitchen that is were you would have to install the router also, then you would have to run a ethernet cable to your computer upstairs.

Unless you are purchasing a wireless router then you would not run a cable upstairs, but you would have to purchase a wireless adapter to install on your computer upstairs.

Here is how the connections will have to be:

-Cable from wall to your Broadband Modem
-Ethernet cable from your Broadband Modem to the routers WAN (Internet) Port
-Ethernet cable from routers ethernet port #1 to the ethernet port on the downstairs computer
-Ethernet cable from routers ethernet port #2 to the ethernet port on the upstairs computer or if you are using a wireless router the upstairs computer would use a USB Wireless adapter to talk to the wireless router instead of using the ethernet cable.

And most ISP's today know there will be multiple computers in a houshold and are ok with sharing a broadband internet connection.

The simple truth is: if you get it to work, and your ISP doesn't find out, then it's free. :) I assume optimum online is cable internet. That means you have to pay for each IP address you have. If both your computers connect to the same jack in the wall (using a router for example), then they are both using the same IP address, and you won't have to pay extra. You can get a wireless router and hook it up to the computer in your kitchen, then hook the wireless receiver up to the computer upstairs. That way you won't have to run a cable all the way upstairs between the computers.
