Microsoft Front Page or Expression Web, Adobe Dreamweaver, Photoshop are all good programs to create and edit web pages.

very simply just sign up for Google pages... www.pages.google.com and there is a really simple tool to use on there or you could get Adobe GoLive CS2 and make professional web sites

I think Wordpress makes some awesome, and simple blogging software.
