Anyway, any dictatorship that reserves the right to do whatever it wants devoid of individual freedoms (such as North korea, or Egypt under the emergency law rule) is an example of such.

Every form of government has that. It is known as Sovereignty. the power to tax, take everything you own, throw you in jail, kill you (capital punishment). The mechanisms are different from form to form.

That's why the police can shoot you "in the line of duty" and walk away with no fear of punishment.
