im not sure if you need a hacking device because thats just strange because why would they put that area in the game then???

it is very easy to get to route 224 trust me.
OK its simple fly to the Pokemon league go down the waterfall and enter the cave. when you first enter go down and you will see a bridge. when you get on to the bridge, move to the far right of the bridge. now move to the end of the bridge but still be on the far right of it. now in the lower right corner you will see a cave entrance thing. ( the thing that is shaped like a hole, not the stair thing) once you see it just follow the way to get there similar to a maze it is NOT that hard to figure out to get to that entrance. the go up you will meet a person and Blah blah blah .... and you will then reach the end and be on route 224

Actually I do believe you can access Route 224. There's another exit in Victory Road that leads to the place but there's not anything there in the actual game. It's just a location with absolutely nothing there unless like the first answer said - you have the event that extends the path so that you can get to Shaymin.

You can only access route 224 if you go to an "event" They're these convention-like things held by nintendo. There they will transfer certain items that you can't get anywhere else so that you may access certain areas. This goes for the second full moon island as well, and being able to catch Acreus.
