The term 'mentally incompetent' is too general and subjective. The fact that you have posted this question (either yourself or through a friend) demonstrates great competence. Sorry, no websites that I am aware of.

Whether or not people who are incompetent can control their own actions can be a matter of opinion, but obviously the legal system thinks they can considering how many people with developmental disabilities are in prison. Competence is defined by social and legal laws and restrictions. Some people are severely incompetent to the point that they cannot control their behavior. Some people are incompetent and can control their behavior, although they may make poor judgments at times, sometimes often.

Depending on the level of Impaired cognitive function/ mental state may NOT be able to control your behaviour/actions.
