Information is encoded or embedded in a wave by modulation and there are basically two types of modulation, amplitude modulation and frequency modulation. TV signals are electromagentic waves and are modulated using amplitude modulation for the picture and frequency modulation for the sound. Electromagnetic waves can travel through vacuum.

Sound waves are mechanical waves and also carry information when we speak etc., but can only travel through a medium like air, water etc.
