Voice-wise? Michael Bolton.
Hee hee. Just kiddin'. I would have to go with Mercury. I love David Gilmour's voice as well.
Queen is better. The Who is probably slightly more famous.

Freddy Mercury. Sorry, but he was the best and many vocalist have had trouble trying to sing his songs due to the wide range he had.

It would be a toss up between the late Bobby Hatfield of the Righteous Brothers and the late great Roy Orbison.
Both of them had a wide octave range and could sing any kind of song except rap. Rap is krap.
I didn't like Queen except for a couple of songs and never heard the Who.

I dont know about all time but I do like the singers from Led Zepplin, Pink floyd, G&R, Nirvana, aerosmith. I am sure their are more but I cant remember. I prefer Queen because I havent heard the who.

with his leather clad butt cheeks!
i like the who, but C'MON!
