Neanderthal and Homo sapain were two distinct genetic types. Both are considered Human.

Neanderthal preceded Homo sapain. It is not thought that as the two genetic types over lapped they may have intermarried. The bones of a child where recently found in Spain that shows signs of both.

They were a different species to us, Homo sapiens, but I would argue they were still human beings. A different species of human being. That is something that no longer exists but our ancestors co-existed with several other species of human. Neanderthals are distinct but were still close enough that they could interbreed with Homo sapiens (evidence has been found suggesting that this happened).

Only a human would be capable of asking this question, while only a neanderthal would have to.
