Some U.S. companies may be interested, because mechanical engineering is required in a lot of petroleum industries - like pressure vessels and piping, etc. If you were interested you could do an online search of mechanical engineers who do petroleum work or other projects in the Middle East and check out their websites for open positions.

You may need to pass the U.S. FE and PE exams for best prospects. The Fundamentals of Engineering and Professional Engineering licensure is handled by the NCEES - The National Council of Examiners for Engineering and Surveying website is http://www.ncees.org

Be advised, U.S. companies use ASME code. In fact, you can check the ASME website http://www.asme.org (American Society of Mechanical Engineers) to view their forums and career resources, and see if they have any other resources helpful to you.

It depends on the company I suppose. Some want someone with a degree from an American accredited University, but maybe your degree will match the reqirement.

Good Luck from a fellow ME.
