To me, when people talk about a "great personality," it refers to someone being fun, outgoing, generous, caring -- someone you like to be around.
Having a "great sense of humor," depends on being good at comic timing and ready with jokes, and having a sharp and witty mind.

Some of the best comedians over the years were not pleasant people to be around off the job.
Some really gentle, loving people I know look at a person strangely when a joke is told, or laugh after everyone else starts laughing. It's not that they don't get the joke, they just don't see the humour in it. They'd still give the shirt off their back to you.
But personally, a 'great' personality includes some sense of humour, not necessarily 'great' but some.
On the other hand, a 'great' sense of humour does definitely not require a 'great' 'good' or even 'decent' personality.

I think you can have one without the other.
A great personality is when you are pretty much the nice, outgoing sort of person. A great sense of humor shows that you're capable of laughing and makes jokes too.
You can have a great sense of humor, but be a jerk.
You can have a great personality, but be serious at the same time.

I think both qualities are judgments made by others i many ways, granted people have to present information to lead people to one conclusion or another. But consider, someone who makes everyone laugh by poking fun at others without considering how they feel about it might be said to have a good sense of humor in tht he can make people laugh, but I don't think it says he has a good personality. I also knew people who were the life of the party and everyone wanted to be around them, but they were controlling people at home who ruled the roost. Some people who have good personalities are often too sensitive to the feelings of others to tell jokes and be humorous, and some people just can't remember humorous stories. I think there is a wide range of possibilities in human behavior.

A great personality for some may not be that for all. also what may be funny to some may not be funny to all.
And yes you can be funny but not have a great, warm, loving, or caring personality.
And you can be a caring, warm individual who just may not be very funny.
