Unfortunately, yes (it's a part of "public record" anyway, though if you went and ASKED for someone's public record, you might be refused, like an arrest record...makes NO sense!).
The only exceptions I can think of are if the photo was taken while trespassing, violating reasonable expectation of privacy (you give that up when arrested, which I think is stupid..you haven't been tried yet, much less convicted!), or if it's a minor. (that's why most schools make you sign a waiver, allowing (or not allowing) you child's photo to be published in school or regular papers. The other exception might be if the pics were pornographic or copywrited in some way (like taken by a professional photographer) or movie stills, if you were an actor. The laws on this whole thing, tend to be "fuzzy"!

definite, she will. there is no regulation against photographing somebody in a public place except it contravenes regulations on flavor and decency. She did not prefer your consent, yet requested for it as a count of courtesy. The newspaper will now own the rights to the image and that they are able to apply it as they see in super condition.

Yes; if you are arrested, they have the right to publish any information about you they want.
You are in custody.
To avoid that, clean up your act, stop the behavior that caused your arrest. Then, your picture won't be made public unless you want it to.
