pete rose is just an idiot, he has an internal conflict of having amazing talent at what he did but was just too stupid not to do something illegal and immoral.

He just didn't have a gambling addiction, he wasn't a very nice person. So nobody likes him enough to forgive the betting thing and thusly if he makes the baseball hall of fame it will only be way after anyone that was ever effected by him is dead and buried.
