Ofcourse you can purchase a car in any place in the world without having a drivers Lic.. Just don't get caught by the police driving the car without a drivers Lic.

You may run into problems if you purchase the car on credit as the holder will require you to obtain insurance. Insurance companie like to check your driving history. And you don't have one or a drivers Lic., I serious doubt they will insure you and the car.

Just go apply for a drivers Lic., and take the test. If you are required to have drivers education prior to filling out the application, then you will usually have to pay a Lic., driving instruction school for a certificate of required hours of learning how to drive a car.
