Little bitty things must be able to be viewed from passersby easily. Suggest having a metal type stand up assembly to display your magnets, beaded jewelry displayed on a miniature coat rack assembly, handmade soaps in a very flat basket (maybe a half inch lip on it) put in decorative sheer wrapping paper around each soap and lift the basket up at an angle , remember all your items should be redily and easily viewed or clients will simply pass you by.

First, display all your products so everyone can easily see the product and the prices. For example, I would have an easel with a piece of metal, so you can put your refrigerator magnets on there. Make some kind of rack to hang your jewelry on, and use stands for displaying your nick-naks and soap. Have an informative brochure (you can make it on your computer) about how you make your soap.
Have a little bowl of candy to give away. Have a couple samples of your soap unwrapped so people can see it, and touch it, and smell it.
Finally - have a "SHOW SPECIAL," and a big sign to tell about it. In otherwords, dont get too greedy. Of you think your soap is worth $10 a bar, consider selling it wholesale at the show, just to get it in the hands of more people. Have a big sign that says "ALL SOAP TODAY ONLY HALF PRICE!!!!!" Put the regular price on the soap, and then every time someone looks at it, tell them "its half price today, half of what it's marked!" Works like a charm!

Set up a table in your house as you would at the craft fair - a week in advance.
Whenever you walk by the table check it out and see how you could improve it.
Ask family members to give their advice.
Keep modifying it until it looks the way you think would attract the most attention.
If you have a digital camera, take a picture of it, and bring it wtih you to the fair and set up your table like you did at home.
Good luck with it =)

Some advice: Do not sit there like a bump on a log waiting for people to rush to your table , pick something up and just hand you money. Make an effort to be friendly to your customers. Talk to them and listen to their replies.
Make your table as attractive as possible. Sort your soaps in baskets, by scent. Perhaps have samples of your product to let them try it. Have some colour on your table and a smile on your face.

Most aspects covered in the other answers. But remember to have really nice business cards, and also a very beautiful cloth to cover your table(s).

Buy some bed risers at Target or Walmart. They're the things you put under the legs of your bed to raise them up eight inches or so. Put them under your table legs to raise your table up so people don't have to bend quite so far to see your stuff.

There's a bunch of info on doing craft shows collected on this page at my site:
http://glassattic.com/polymer/shows.htm
(written mostly by those who do polymer clay, but the helpful ideas would apply to most any art/craft as well)
HTH, and good luck!
