In compounds oxigen is generally assigned the oxidation number - 2.

( - 2 ) x 7 = - 14

For charged species the sum of oxidation number of each kind of atom adds up to the net charge on the ion.

- 14 +2 = - 12

12 /2 = 6

Well you start by putting the problem into an equation :

2*x + 7*(-2) = -2 (Where x is the oxidation number of Cr)

x = 6

Evidently it is not 7 because that would make the molecule neutral not anionic :

7*2 + 7*(-2) = 0

2 x +6 = 12 for the Cr's
7 x -2 = -14 for the O's

= -2 for the charge on the ion
