You can do this two ways.
One, you can purchase a wireless router and let it handle all the addressing and connections or
two, you can set your adapters to AD-HOC mode and manually set your IP address, subnet and connection.
AD-HOC mode has some limitations tho... 1) its max speed is 11Mb/s, 2) you can only make a connection between two computers and 3) its range will need to be within 30 feet to stay stable.

You can use an Ad-Hoc connection.
On the computer connected to the internet:
Start -> Control Panel -> Network Connections -> Right-Click "Wireless Network Connection" -> Properties -> Middle tab (Wireless Networks) -> Add.
Network Name: Whatever you choose, "AdHoc" works well ^^
Network Auth: Open
Data Encryption: WEP
Untick "This key is provided for me automatically."
Network Key: Type a 5 letter password.
Confirm Network Key: Type it again.
Tick "This is a computer-to-computer (ad hoc) network; wireless access points are not used".
Click "OK"
Close Wireless Network Connection Properties window.
Right-Click "Local Area Network" (or whatever connection is your internet connection) -> Properties -> Advanced.
Tick "Allow other network users to connect through this computer's internet connection".
[Optional: Tick: "Allow other network users to control or disable the shared Internet connection."]
Click Ok.
On the second computer:
Detect wireless connections -> Connect -> Enter the WEP key.
Done :)
If all worked well you should now be connected.
The data limit is NOT 11Mbps, but if you're wireless cards support both b AND g, it will use b by default which is 11Mbps, to force them to use g you have to right-click Wireless Network Connection -> Properties -> Click "Configure" and then look for an option refering to "g" and set it to true (not all cards support this).
Either way, 11Mbps is more than most internet connections, you should be fine.
You MAY need to set the IP on the computer connected to the internet:
Wireless Network Connection -> Properties -> Scroll down "This connection uses the following items:" and select "Internet Protocol (TCP/IP)" option then click "Properties".
Enter the following IP's:
IP Address: 192.168.0.1
Subnet Mask: 255.255.255.255
Default gateway: 192.168.0.1
Preferred DNS: 192.168.0.1
