i own a shop,and its usually the rotor on it that causes this to happen they will pulsate when there out of round,the cure is have it turned down and install new pads on it,good luck hope this helps.

Probably the rotors are warped but I've also seen this occur, depending on the cars mileage, when your tierods are worn and loose...have a mechanic check the front suspension and steering linkage before doing the brake work, if any.........Paul

It sounds like you have either warped rotors or drums depending on your vehicle. You can usually determine if its the front or the rear by applying the brake and see if it shakes the steering wheel its probably the front and if the vibration is felt in your seat its probably the rear.

if you have to brake hard and you have ABS then that could be the source of the pulsing. it would not be the pads, when they go bad they start to make a grinding sound. it could also be that your rotor is warped. you will need to have it turned or replace it.

If this occurs under hard braking, it is your ABS system functioning correctly.
Remember when they used to say that if you are in a skid, pump your brakes rapidly?
That is what your ABS does, only many, many times faster than a person can do it.
If it occurs with any type of braking, read the above responses.

Out of round Rotors, ABS pulsation or even bad tie-rod ends
just about in that order too....

it is neither. most likely it is your anti lock break system. when you break hard the abs makes the wheel turn in very short increments to prevent skidding and hydroplaning. it is perfectly normal although a little unnerving the first time you hear it. it is quite loud in some cars and it feels like something is breaking.
in some cars the brake light will come on after engaging the abs. this means your breaks still work but the abs system needs to be re-set. this usually consists of turning off the engine and holding the break all the way down while re-starting.

your rotors are worped do to heat or the pads are worn out or you hit the brakes hard to activate the abs system morew then likly its the pads

Usually the rotor, but it isn't just kinda, it's quite pronounced.
