That's Diamond and Pearl.
For FireRed, you'll have to do the island quests (Find Lostelle in berry forest).
Then,go to four island, in the ice cave.
In the cave there is the HM Waterfall.

After you defeat the eighth gym leader in sunystone, head north and you'll find Jasmine. Talk to her and she'll give you the HM Waterfall.

YES on ISLAND 4 inside the icefall cave go through the cave on the bottom once inside go over the 1 ice spot then you'll see 4 ice spots go bottom left corner,right bottom corner,top right corner,& top left corner & left & up then you'll see 2 ice spots go over the top right ice spot & over it so you'll fall through then take the ladder you should now see another ice spot then another try the ice spot on the bottom go over it until cracks & over it again so you'll fall down.. your own your own from here...glad 2 help :)
