You can apply for a special border crossing card (forget name, will look it up and edit this), which will cost $300 and take about 6 months to get. If it was long enough ago, they might let you across with an H1 visa ($6 at border crossing).
A friend of mine has a 38 year old misdemeanor marijauna charge, clean record since and Canadian pardon, and even though he had gotten a border crossing waiver years ago, he has been required to apply for another one (post 9/11), even though for 38 years he has been an upstanding citizen and productive part of society. Go figure.
(he has been denied entry twice because of this and not having current waiver ... so proceed with caution).
