Like if you are watching a video and you submerge your limb in ice water, would you be able to recall the video better?

This is unlikely. If anything, it would probably cause your attention to focus on your freezing cold limb rather than the video. Attention is necessary for good recall, and so it would likely reduce your memory capacity. This is easy to test though -- go for it!

I'm not sure about Iced Water but I know for a fact that submerging myself in whisky doesn't work! Cheers

Not likely, but looking side to side actually can. It apparently stimulates interaction between the left and right halves of the brain.

And it doesn't work any better with Scotch than with Bourbon ☺

No, quite the opposite. Anything that uncomfortable is distracting enough to interfere with your attention to other things going on.
